The process of designing and building public works in New York City impacts New Yorkers throughout their life cycle: not only when they are complete, but also during planning, design, and construction. The NYC Capital Process Reform Task Force includes industry experts and agency leaders working together to address every phase of the delivery process, from planning and procurement to construction and closeout. Since the initial recommendations were published in 2022, we’ve made tremendous progress to work more quickly, efficiently, and collaboratively—saving taxpayer dollars and providing better projects for our communities.

This program will explain NYC’s capital process reform initiatives, in dialogue with city officials, architects, and industry professionals committed to designing and building better public projects. Many of these changes are at the city level, but the most impactful require state legislation. This year, our coalition worked closely with partners in Albany to pass expanded alternative delivery legislation for CM-Build on renovations and Progressive Design-Build for resiliency infrastructure. We’ll dive deep into our modernization efforts at each phase of work, and address how these initiatives can reduce barriers for entry within the design and construction industry.

An initial presentation from New York City’s Chief Delivery Officer Alison Landry will provide an overview of the Mayor’s Capital Process Reform initiatives. NYC Department of Design and Construction Commissioner Thomas Foley will deliver a keynote on DDC’s Strategic Blueprint, a roadmap for capital delivery reform. AIANY Senior Government Affairs Manager Bria Donohue will facilitate a Q&A, followed by a panel conversation about the impact of these tools and the next phases of reform initiatives.
