New York City updated its Stormwater Manual (SWM) with the February 15, 2022 publication of Chapter 19.1 of Title 15 of the Rules of the City of New York. With the promulgation of a Unified Stormwater Rule and release of the SWM, New York City is entering a new era of stormwater management. One of the major feasibility characteristics of on-site stormwater discharge is the identification of the infiltration capacity of on-site soils and presence of restrictive layers, which require special inspections during permeability testing. Geotechnical engineers from Whitestone Associates, Inc. have prepared a presentation to discuss site subsurface feasibility evaluation for on-site stormwater discharge, special inspection requirements, and a review of NYC requirements compared to surrounding agencies.

Laurence W. Keller is a licensed professional engineer and Principal at Whitestone Associates, Inc, which is a registered New York City special inspection agency, providing controlled and special inspections in the New York City metropolitan area for more than 25 years. Keller routinely provides construction materials testing, special inspections, and geotechnical engineering services throughout the Eastern U.S. and is responsible for the overall performance and management of Whitestone’s special inspection services in the New York City region.

Mudar Khantamr is a licensed professional engineer and Associate at Whitestone Associates, Inc., which is a registered New York City special inspection agency, providing controlled and special inspections in the New York City metropolitan area for more than 25 years. Khantamr routinely provides construction materials testing, special inspections, and geotechnical engineering services throughout the Eastern U.S. and assists in managing Whitestone’s special inspection services in the New York City region.
