Terrorism Protection by Design

If you are involved with a project where the owner is concerned about the potential for a terrorist attack, this session is for you.

Following 9/11, a lot has changed in the construction industry. As part of the Homeland Security Act of 2002, Congress enacted the Support Anti-Terrorism by Fostering Effective Technologies Act (SAFETY Act). The act encourages the development and deployment of anti-terrorism technologies and services by providing liability protections for building owners should an attack take place in their facility. The SAFETY Act designation can protect not only the building owner, but also the AEC team involved in designing and building of the project.

This class will investigate the SAFETY Act and the implications of this approved protection. We will also discuss how your firm can implement the broad range of SAFETY Act designated technologies in your design to offer your client a new way of insulating them from litigation should an attack happen, and conveniently insulate your firm as well.

Sharron Halpert, Halpert Life Safety Consulting

Halpert started in the firestop industry in 1999 in product development. She has worked for or with many key players in the firestop industry. Since 2005, she has been responsible for quality control on projects valued over $18 billion, which means she has covered roughly 25 million square feet of project space. She has been trouble shooting firestop issues on everything from a nuclear power plant to sports stadiums, hospitals, telecommunications, mega-resorts and more. Halpert is also a voting member of ASTM and a member of the International Firestop Council. She was selected by Rutgers to teach NJ building inspectors and sub code officials. She was involved in the creation of the IFC Firestop Special Inspection Certification and has been invited to help create a next step program with the ICC. Halpert was awarded “Best 50 Women in Business” in 2019 by NJBIZ, and is shortlisted for the NY City Construction Award for Process Innovation of the Year (2019).
